A flanger is a type of phase shifter and is based off of the same principles. The difference is that a standard phaser delays the wave pattern of different frequencies at different intervals and a flanger delays the wave pattern equally across all frequencies so the delay and the phase shift is uniform across the entire spectrum of frequencies.
