Phase shifters create a sweeping effect by generating a series of peaks and troughs or valleys in the incoming signal and then delays the different frequencies. On a very low phase setting it can make the clean tone sound "sweeter".  Phase shifters or phasers can be found in music such as Led Zepplin, Pink Floyd, Ozzy Osbourne, and Incubus.
